Course content
[ ] Define the audience and learning outcome.
[ ] Organize lessons, media, interactions, and assessments.
[ ] Add alt text, captions, and keyboard-accessible interactions.

Tracking rules
[ ] Choose the completion rule.
[ ] Choose whether the LMS should receive a score.
[ ] Set the passing score or pass/fail rule when required.
[ ] Confirm resume and bookmarking behavior.

Publishing
[ ] Confirm whether the LMS requires SCORM 1.2 or SCORM 2004.
[ ] Choose a self-contained ZIP or Dynamic SCORM workflow.
[ ] Export the final SCORM package without unzipping it.

LMS testing
[ ] Upload the ZIP to a test course in the LMS.
[ ] Launch the course as a learner.
[ ] Exit midway and confirm the course resumes correctly.
[ ] Complete the course and confirm completion is recorded.
[ ] Submit an assessment and confirm score and pass/fail reporting.
[ ] Test the course on desktop and mobile.
[ ] Fix any launch, tracking, accessibility, or asset-loading errors.

Final release
[ ] Record the source course version and export date.
[ ] Keep the tested ZIP as the release artifact.
[ ] Assign the course only after the LMS test passes.
